AAP promised in its manifesto -
6.12 Families that use up to 700 litres of water per day would be provided free water. Any household using a greater amount of water would pay the entire bill amount. High rates would be charged for any household using more than 1000 litres of water per day.
Today AAP decided that 20 thousand litre of free water will be supplied per month to all the domestic consumers with functional meter from January 1. Which is about 666.67 liters per day. So far so good.
The rider is “HAVING FUNCTIONAL METER”. Now the question is how many house holds have an individual FUNCTIONAL METER?
Cooperative Societies are billed on collective consumption of water by all households within the Society. There is no individual metering system.
There are only specified approved water meter supply companies by Delhi Jal Board.
Further, only a limited number of households and bungalows have a water meter installed.
The list of water meter vendors and the procedure to install water meters is given here

Implementation of this promise is a political master stroke which even a crooked party like Congress could not have done. AAP has learnt a lot from its big brother.
Media is going gaga about it knowing it fully well that the decision is meaningless. Aam Aadmi will soon realize that they have been taken for a royal ride when they realize very soon that they have got nothing.
